@Seth I’ve gotten a couple of responses like this… I think I should have made myself clearer.

Yes. Much like the creation of, say, the OED, knowledge infrastructure projects might be necessary. They would be the ones that simply live on that scale.

The article was directed at specific practitioners in an attempt at encouraging them to openness without the infrastructure. It was not, in any sense, meant to discourage larger groups from infrastructure projects. I couldn’t really discourage them, I don’t think, but had it occured to me that someone might be I might have added something like your comment on knowledge infrastructure.
